Conditions / Refusal Reasons
That the development would be contrary to the general, environmental/ countryside and housing policies of the approved Structure Plan for Oxfordshire, particularly policies EN1, EN4 and EN7, and the Council's adopted South Oxfordshire Local Plan, particularly policies G5, G8, C3, H11, H14 and H19. In addition, the development would be contrary to the planning guidance on agricultural dwellings in Annexe I of PPG7 - 'The Countryside - Environmental Quality and Economic and Social Development'. The site lies in open countryside beyond the built-up area of any settlement. The stationing of a mobile home in this isolated rural location would constitute an intrusive and inappropriate form of development that would be detrimental to the rural character and appearance of the locality which lies within an Area of Great Landscape Value. In addition, the proposal would detract from the residential amenity and privacy of the occupiers of Lucys Farmhouse and would fail to provide the occupiers of the mobile home with a satisfactory standard of residential amenity and privacy. There is considered to be no overriding agricultural need for a second dwelling to be provided at Lucys Farm, or any other exceptional circumstances, to warrant any departure from the planning policies of the Local Planning Authority.
