That the proposed works to convert the buildings into a dwellinghouse would constitute significant alterations, particularly the two-storey extension between the buildings, which would damage the essential character and would be likely to damage the fabric of the buildings. As such, the proposal would be detrimental to the character and appearance of the locality which lies within an Area of Great Landscape Value. In addition, there is insufficient justification to show that alternative uses have been explored and found to be unacceptable in planning terms. Therefore, the proposed development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G5, C11 and C3.
