That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the wall shall be of the same colour, type and texture as those used on the existing wall. Reason: To ensure that the details of the development are satisfactory. That the development shall not begin until a scheme for the surface treatment of the land between the wall hereby approved and Eastfield Lane has been submitted to and approved in writing by the Local Planning Authority. The surface treatment scheme shall be implemented as approved within three months of the commencement of the development. Reason: To help to assimilate the development into its surroundings.
