That, having regard to the size, design and internal layout of the extension, the proposed development is tantamount to the creation of a new dwelling and, as such, would be contrary to the general, countryside and housing policies contained within the Council's adopted Rural Areas Local Plan (particularly policies G1, G3, C7 and H5) and approved South Oxfordshire Local Plan (particularly policies G1, G5, C2 and H6). The site is in an isolated location, outside the confines of any settlement, such that the proposed development would result in an undesirable intensification of sporadic residential development which would detract from the visual amenity and rural character of the locality which lies within the Chilterns Area of Outstanding Natural Beauty. No justification has been provided to warrant a departure from the planning policies of the Local Planning Authority. That, having regard to the modest scale of the original dwelling, to the size of the existing extensions and to the size, bulk, position and fenestration detailing of the proposed extension, the development would result in a dominant and intrusive form of extension which would detract from the character and appearance of the cottage which lies within the Chilterns Area of Outstanding Natural Beauty. As such, the development would be contrary to the provisions of the Council's adopted Rural Areas Local Plan (particularly policies G1, G5 and C7) and approved South Oxfordshire Local Plan (particularly policies G1, G8, C2 and H12).
