That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That, prior to the commencement of any development, a scheme for the erection of a 2.00 metre high screen fence on the boundary of the site with Pine Cottage, to include the retention of existing trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority. The fence shall be erected in accordance with the approved scheme. Reason: To ensure that the development is not unneighbourly.
