That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes for the external walls and roofs of the buildings and the boundary walls. The materials and finishes used for the external walls and roofs of the buildings and the boundary walls shall be in accordance with an approved schedule. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, rooflights, external flues, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. All windows, rooflights, external flues, external doors and rainwater goods shall be in accordance with an approved specification. Reason: To ensure that the details of the development are satisfactory. That the buildings shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on the 1:500 block plan accompanying agents letter dated 17 September 1996; and such parking provision shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That the buildings shall not be occupied until secure and convenient cycle parking facilities have been provided in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority; and such cycle parking facilities shall be retained thereafter. Reason: To ensure the provision of adequate cycle parking facilities. That the use hereby permitted shall be carried on only by Artraco Limited. Reason: Because permission is given only in view of the special circumstances. That the buildings shall be used only for the purpose specified in the application and for no other purpose whatsoever. Reason: To protect local amenities. That no goods, plant or machinery (including motor vehicles) shall be stored, repaired, operated or displayed in the open except as may be agreed in writing with the Local Planning Authority. Reason: To protect local amenities.
