That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the garage building shall only be used for the purposes specified in the application, for garaging and as a garden store, for the personal enjoyment of the occupants of Uplands and shall not be used for any commercial or business purpose whatsoever. Reason: To protect local amenities. That the existing laurel hedge to the south of the garage building shall be retained and that any plant which may die or be seriously damaged within 3 years of the completion of the development shall be replaced and the replacement shall thereafter be maintained. Reason: To help to assimilate the development into its surroundings.
