That the proposed use would generate increased traffic, that could not
be controlled by condition to acceptable levels, in the vicinity of the
site where the existing road pattern is inadequate to serve the
development. In addition the proposed access to the site has inadequate
geometry and visibility to serve the development. The proposal would,
therefore, be detrimental to the safety and convenience of users of the
public highway and, as such, would be contrary to the provisions of the
Council's adopted Rural Areas Local Plan (particularly policies G7 and
CON11) and approved South Oxfordshire Local Plan (particularly policies
G10 and C11).
That the proposed use would introduce increased traffic into a rural
location which could not be controlled by condition to acceptable levels.
The proposal would, therefore, be environmentally unacceptable in that
the use would result in increased noise and disturbance to a generally
peaceful area. In addition, it would run counter to the advice in
Planning Policy Guidance 13, which aims to reduce traffic generation in
the interests of environmental sustainability. As such, the proposal is
also contrary to the provisions of the Council's adopted Rural Areas
Local Plan (particularly policies G1, G5, CON11 and E2) and approved South
Oxfordshire Local Plan (particularly policies G1, G2, C11 and E6).
