That, having regard to its design, height and materials, the 1.8m metal railing fence constitutes an incongruous and inappropriate form of development which is out of keeping with the rural character and appearance of this part of Stoke Row Road. As such, it represents an incongruous and suburban feature in the locality to the detriment of the character and appearance of the area which lies adjacent to the Chilterns Area of Outstanding Natural Beauty. Therefore, the development is contrary to the provisions of the Council's adopted Rural Areas Local Plan, particularly policy G5, and approved South Oxfordshire Local Plan (as proposed to be modified), particularly policy G8.
