Conditions / Refusal Reasons
That the proposal would be contrary to the general, environmental/country-
side and housing policies of the approved Structure Plan for Oxfordshire
(particularly policies G1, EN1, EN4, EN7 and EN9) and the Council's adopted
Rural Areas Local Plan (particularly policies G1, G3, CON11, C8 and H5) and
approved South Oxfordshire Local Plan (particularly policies G1, G5, C11,
C3 and H6). The works involved to form the proposed residential
dwellinghouse would require major rebuilding and significant alterations
to the existing building which would damage its essential character. The
proposal would be tantamount to the construction of a new building for
residential purposes in an isolated rural location and would be detrimental
to the rural character and appearance of the locality which lies within an
Area of Great Landscape Value. In addition, the form, bulk and general
design of the building are not in keeping with its surroundings and
insufficient justification has been given to show that alternative uses,
that would accord with the Council's planning policies, have been explored
and been found to be unacceptable in planning terms.
