That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That no deliveries shall be made to the store before the hours of 5 a.m. each morning. Reason: To ensure that the development is not unneighbourly and to protect local amenities. That the premises shall not be open for the service of the public between the hours of 2200 and 0600. Reason: To ensure that the development is not unneighbourly and to protect local amenities. That the residential garden area shown on drawing 08D accompanying the application shall be provided and made available for use prior to any development commencing and shall thereafter be retained as such. Reason: To safeguard the residential amenity of the occupiers of the residential flat and the adjoining property. That the roofs of the single storey part of the premises shall not be used as, or altered to form, a balcony or sitting out area. Reason: To safeguard the privacy and residential amenity of occupiers of the adjoining property.
