Description
Conversion of existing building into 6 flats, 12 new flats in two blocks and upgrading of access road. (As amended by drawing no. 9.4282/921/043/674 Rev.D accompanying agents letter dated 23 May 1996).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That the buildings be constructed and finished in accordance with a
schedule of materials and finishes which shall first have been submitted
to and approved in writing by the Local Planning Authority before the
development commences.
Reason: To ensure that the details of the development are satisfactory.
That except insofar as may be otherwise agreed in writing by the Local
Planning Authority, all trees, shrubs and hedges on the land shall be
retained and protected during the course of the development, in
accordance with a scheme to be first submitted to and approved in writing
by the Local Planning Authority and to be implemented prior to the
commencement of development, and that the planting comprised in the
approved scheme shall be retained for a period of five years following the
completion of the development. Any trees, shrubs or plants which within
that period die, are removed or become seriously damaged or diseased,
shall be replaced in the next planting season with others of a similar
size and species, unless the Local Planning Authority gives written
consent to any variation.
Reason: To safeguard the character of the area.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs and the treatment of the access road and
hardstandings, shall be submitted to and approved in writing by the
Local Planning Authority prior to the comencement of the development
hereby permitted. The scheme shall be implemented as approved within 12
months of the commencement of the approved development and thereafter be
maintained in accordance with the approved scheme. In the event of any
of the trees or shrubs so planted dying or being seriously damaged or
destroyed within 5 years of the completion of the development, a new tree
or shrub or equivalent number of trees or shrubs, as the case may be,
of a species first approved by the Local Planning Authority, be planted
and properly maintained in a position or positions first approved by the
Local Planning Authority.
Reason: To help assimilate the development into its surroundings.
That prior to the commencement of any other development the single storey
extensions to Chilterns End shown to be demolished on drawing 9 4282/
921/043/675A shall be demolished and the materials therefrom removed
from the land.
Reason: To safguard the character of the area.
That work be not commenced on the erection of any dwellings or the
conversion of Chilterns End to flats until the carriageways only serving
the whole of that portion of the development under construction, have been
laid out and constructed to the above mentioned specification, save for
wearing course and kerbing.
Reason: In the interests of highway safety, to provide protection of the
subgrade and to ensure adequate clear running surfaces which will
protect adjoining public highways from droppings of spoil, mud,
and other materials.
That no dwelling shall be occupied until the whole of the roads and
footpaths shown on the layout plan accompanying the application, and all
surface water drainage works, have been laid out and constructed in
accordance with the Oxfordshire County Council Design Guide for
Residential Roads and the specification for the construction of works for
housing development.
Reason: In the interests of highway safety and convenience.
That prior to the commencement of any other development to which this
permission relates the means of access between the land and the highway
shall be formed, laid out and constructed with vision splays as shown on
drawing 9-4282/921/043 674D accompanying the application.
Reason: In the interest of highway safety and convenience.
That the parking provision shall be as shown on the deposited drawing,
reference 9-4282/921/043 674D all constructed, surfaced and laid out
and retained thereafter.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
That surface water shall not be disposed of other than in accordance
with a detailed surface water drainage scheme which shall first have
been submitted to and approved in writing by the Local Planning
Authority.
Reason: In the interests of public health.
That prior to the commencement of any other development details of the
slab levels of the two blocks of flats shall be shown on a plan to be
submitted to and be approved in writing by the Local Planning Authority
and the flats shall be constructed in all respects in accordance with the
approved details.
Reason: To protect local amenities.
