That the proposed extensions and alterations, incorporating indoor recreational facilities and caretakers accommodation, would be contrary to the general, environmental/countryside, recreational and housing policies of the approved Oxfordshire Structure Plan (particularly policies G1, EN1, EN4, EN7, R1, R3 and R4) and the Council's adopted Rural Areas Local Plan (particularly policies G1, G3, C1, C7, R1, R4 and H5) and approved South Oxfordshire Local Plan (particularly policies G1, G5, C1, C2, R2, R4 and H6) in that it would involve the inappropriate development of land outside the built-up area of Woodcote and within the Chilterns Area of Outstanding Natural Beauty (AONB). The proposal would consolidate the existing development on the site for purposes not related to, or ancillary to, the golf facilities and would be detrimental to the open rural appearance and character of the AONB. There is considered to be insufficient justification for this proposal to justify a departure from the planning policies of the Local Planning Authority. That, having regard to its size, massing and design, the proposed building would constitute an intrusive and inappropriate form of development which would be detrimental to the rural character and appearance of the locality which lies within the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to the provisions of the Council's adopted Rural Areas Local Plan (particularly policies G5 and C7) and approved South Oxfordshire Local Plan (particularly policies G8 and C2).
