Conditions / Refusal Reasons
That by virtue of the narrow width of the site and the proximity to
neighbouring development, the proposed scale of development, comprising six
large two-storey dwellinghouses, including the massing, siting, size,
bulk, height and design of the dwellinghouses would be overdominant,
overbearing, obtrusive and out of character with the surrounding area and
neighbouring development which consists of modest two-storey dwellinghouses
and bungalows. As such the proposal would be detrimental to the visual
amenities of the neighbouring properties and the surrounding area which
lies within an Area of Great Landscape Value and would, therefore, be
contrary to the provisions of the Council's adopted Rural Areas Local Plan
(particularly policies C8, G5, H3 and H4) and approved South Oxfordshire
Local Plan (particularly policies C3, G8 and H4).
That having regard to the extent of the proposed development together with
the loss of some vegetation, particularly along the boundaries of the site,
problems of overlooking, particularly within the site and the restrictive
parking layout and lack of casual parking, the development would result in
a cramped layout and represent an overdevelopment of the site detrimental
to the visual amenities of the area which lies within an Area of Great
Landscape Value. As such, the proposal would be contrary to the provisions
of the Council's adopted Rural Areas Local Plan (particularly policies C8,
G5, H3, H4 and G7) and approved South Oxfordshire Local Plan (particularly
policies C3, G8, H4, H11 and G11).
