Conditions / Refusal Reasons
That the proposed development would be contrary to the General, Employment and Transport policies of the Oxfordshire Structure Plan (particularly policies E5, T9 and T16) and the Council's approved South Oxfordshire Local Plan (particularly policies G1, G10, G11 and E6) in that the proposal would generate significant additional traffic using the historic road system in Henley town centre which is inadequate to cope with the increased traffic and which, by reason of congestion and queuing, would cause unacceptable harm to the environment of the town and its surrounding area. That the pending Henley Transport Study would seek to improve the conditions for all highway users in Henley and consequently improve the historic environment of the town centre. The proposal is premature to this study and, if implemented, would be prejudicial to the outcome of the study and the measures necessary to seek improvements.
