That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roofs shall be in accordance with those materials specified on drawing no. 03B, samples of which shall first have been submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, shopfronts, external doors, ventilation openings and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. The windows, shopfronts, external doors, rainwater goods and ventilation openings shall be installed in accordance with the approved specification. Reason: To ensure that the details of the development are satisfactory. That no development hereby permitted shall commence until there has been submitted to and approved in writing by the Local Planning Authority a scheme for providing an archaeological watching brief during the construction works, particularly whilst any ground works watching brief to be carried out by an approved professional are being undertaken and such scheme shall make provision for the strictly in accordance with the approved scheme. archaeological organisation. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings. That, prior to the commencement of the development, details of the existing and proposed ground levels of that part of the site forming the car parking area, including a sectional drawing, shall be submitted to and approved in writing by the Local Planning Authority. The car parking area shall be constructed in accordance with the approved levels details. Reason: To ensure that the details of the development are satisfactory. That the building shall not be occupied until the parking provision has been constructed, surfaced and laid out as shown on drawing no 02C and in accordance with conditions 5 and 6 hereof; and such parking spaces shall be retained thereafter for the parking of vehicles. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That the building shall not be occupied until the turning space has been constructed in accordance with the scheme shown on drawing no 02C and that area shall not thereafter be used for any purpose other than as a turning space. Reason: In the interests of the safety and convenience of users of the car park and right of way.
