That having regard to its height and proximity to the mutual boundary with residential properties in Church Street the building would result in an inappropriate and oppressive form of development, detrimental to the residential amenities of the occupiers of those residential properties. That having regard to its inappropriate flat roofed design, height and projection forward of adjoining buildings and to its location in an open area visible from Gorwell and the rear of properties in Church Street, the building would result in an inappropriate and obtrusive form of development, which would detract from the character and appearance of the existing building and be detrimental to the visual amenity of the location which lies within the Watlington Conservation Area. As such the development is contrary to policies CON1 and CON2 of the Council's adopted Rural Areas Local Plan and to policies CON8 and CON10 of the Council's approved South Oxfordshire Local Plan. That having regard to the building's prominent location at the junction of Gorwell, Church Street and High Street and to its attractive frontage which makes a significant contribution to the character of the Watlington Conservation Area, the addition of Dutch Blinds to the frontage would result in an inappropriate and incongruous addition signficantly harming the pleasent appearance of the building and the character of the Watlington Conservation Area. As such, these features would be contrary to policies CON1 and CON2 of the Council's adopted Rural Areas Local Plan, and policies CON8, CON10 and CON13 of the Council's approved South Oxfordshire Local Plan and to guidance contained in the Council's Traditional Shopfront Design Guide.
