That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes for the building. Reason: To ensure that the details of the development are satisfactory. That notwithstanding the provisions of the Town and Country Planning General Development Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the north or southern elevations of the building. Reason: To ensure that the development is not unneighbourly. That prior to the first use or occupation of the extension hereby permitted, the first floor side bedroom windows on the north and south elevations shall be glazed with obscure glass only and shall be retained. Reason: To prevent overlooking to adjoining properties. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That the parking provision shall be as shown on the deposited drawing, reference 14A all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities.
