The development would be contrary in particular to policies CON14 and
CON15 contained in the South Oxfordshire Local Plan (as proposed to be
modified).  The proposal to construct a swimming pool and changing room
in this location represents inappropriate development which would
diminish the historic value and interest of the burgage plot and which
would fail to preserve or enhance the character of the Thame Conservation
Area.
