Conditions / Refusal Reasons
That the proposal would be contrary to the general, countryside and
housing policies of the Oxfordshire Structure Plan (particularly
policies G1, EN1 and H1 as proposed to be modified), the adopted Rural
Areas Local Plan (particularly policies G1, G3, G5, C8, H4, H5 and H7)
and the adopted South Oxfordshire Local Plan (particularly policies G1,
G5, G8, C3, H5, H6 and H18 (as proposed to be modified). The proposal
to erect four dwellings on the site does not constitute an acceptable form
of infill development and would result in a form of backland development
that would extend the built-up limit of the settlement onto open land
and detract from the semi-rural character of the area.
That the proposal would be likely to result in a cramped and intrusive
form of development that would be out of keeping with its surroundings
and detract from the semi-rural character of the area which lies within
an Area of Great Landscape Value.
That in dismissing an appeal (reference APP/1965A/73/14878) against the
decision of the former Oxfordshire County Council to refuse planning
permission for the erection of four dwellings on an area of land
including part of the appeal site (reference M618/73), the Inspector
stated, inter alia:-
"that residential development of the whole of the appeal site by the
erection of 4 dwellings would extend the present limits of this small
hamlet (which is unsupported by even minimal communal facilities)
further into open country, contrary to the planned policy for the area."
It is the Council's view that these comments apply equally to the
present proposal.
