Conditions / Refusal Reasons
The proposed development would be contrary to the provisions of the
Oxfordshire Structure Plan (and the Oxfordshire Structure Plan, deposit
draft) which seek to restrain development outside the country towns (G1);
to protect the environment from potentially harmful development (EN1);
and to restrict development in the Green Belt to agricultural, forestry
or recreational purposes only (EN5, G4). The proposal is not intended for
any of these purposes and there is no evidence of any overriding need
which would justify a departure from the planning policies of the Local
Planning Authority.
The proposed development would be contrary to the provisions of the
adopted Central Oxfordshire Local Plan and the approved South
Oxfordshire Local Plan (as proposed to be modified) which seek to
restrain overall levels of development (COLP G1, SOLP G3), particularly
in the Green Belt where there is a general presumption against new
development unless required for agricultural or forestry purposes
(COLP GB1, SOLP GB2), and within the open countryside and on the edge
of settlements (COLP G3, H3; SOLP G5, H6). The proposed dwelling would
result in an undesirable intensification of the existing sporadic form
of development outside the main confines of the village of Holton, and
within the Green Belt. The removal of the existing agricultural
buildings would not provide sufficient justification, nor is there any
evidence of any overriding need to justify a departure from the planning
policies of the Local Planning Authority.
