Conditions / Refusal Reasons
The proposed development would be contrary to the provisions of the
Oxfordshire Structure Plan which seeks to restrain development outside
the country towns (G1), and to protect the environment from potentially
harmful development (EN1). There is no evidence of any overriding need
which would justify a departure from the planning policies of the Local
Planning Authority.
That the proposed development would be contrary to the provisions of
the adopted Rural Areas Local Plan and the approved South Oxfordshire
Local Plan which seek to resist development in the open countryside
except for that which is required to meet the needs of agriculture or
forestry (RALP C1, G3; SOLP C1, G5), and indicate that where
agricultural worker accommodation is proposed, there must be a proven
essential need for the accommodation to be provided on the land.
(RALP C4, H9 and SOLP H14 and H19). The proposed siting of the mobile
home would result in an unsatisfactory form of development in an
isolated and visually prominent position which would detract from the
appearance and open character of this rural area. There is no evidence
of any overriding agricultural need to justify a departure from the
planning policies of the Local Planning Authority.
