That the proposals are contrary to policies C3 and C8 set out in the adopted Rural Areas Local Plan and policies C8 and C3 set out in the approved South Oxfordshire Local Plan. Having regard to the prominent siting and excessive size of the proposed building, an indication of which is submitted at this stage, the proposals represent a form of development which would be out of keeping with the scale of adjoining buildings, which would protrude into open countryside and detract from this area of Great Landscape Value, and which would be prominent in views from the surrounding landscape. In view of the excessive size and prominent siting of the building, a proposal to landscape around the building will not mitigate the impact of the structure.
