That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development shall be carried out strictly in accordance with the description of the development, plans and specifications contained in the application, subject to the amendments referred to above, and subject to the conditions hereby imposed. Reason: To secure the proper planning of the locality. That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area. That cast iron rainwater goods shall be used for any alterations to the existing buildings. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specifiction of the type, design and external finish of all windows, gates and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of the development hereby approved, full working drawings including details of all photovoltaic and solar cells shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health. That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution.
