That having regard to the proximity of Garsington Manor to other
residential properties in the village, to the excessive number and
concentrated time span of performances within the Opera Festival, and to
the activity associated with setting up and clearing up operations, the
grant of a planning permission would result in an unneighbourly and
intrusive form of development by reason of unacceptable levels of noise
and disturbance generated over a considerable period of time during summer
months, at unsocial hours and weekends, which would detract from the
residential amenity currently enjoyed by the occupants of neighbouring
residential properties. The proposal would therefore be contrary to the
provisions of both general environmental policies and tourism recreation
and employment policies set out in the Oxfordshire Structure Plan, the
Central Oxfordshire Local Plan and the South Oxfordshire Local Plan, in
particular policies G5 (COLP), G7 (SOLP), TSM1 and TSM2 (COLP and SOLP),
E2 (COLP) and E6 (SOLP).
