Conditions / Refusal Reasons
That the proposal would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy GB1 of the adopted Central Oxfordshire Local
Plan, policy GB2 of the approved South Oxfordshire Local Plan and
Government advice in PPG2.  The site lies within the Oxford Green
Belt wherein there is a general presumption against new development
apart from that which is essential for the needs of agriculture,
forestry and recreation.  The proposal would result in the erection
of two buildings which would be detrimental to the rural open
character and visual amenity of the Green Belt.  No justification has
been put forward to warrant overriding established Green Belt policies.
That the proposal would be contrary to the general and countryside
policies of the Central Oxfordshire Local Plan (G3, C1 and C5) and the
South Oxfordshire Local Plan (G5, C1 and C3).  The site lies beyond the
main built up limits of Great Milton and within an Area of Great
Landscape Value wherein the Council will seek to conserve and enhance
the quality of the landscape.  The proposed car park area and new
buildings would extend development into open countryside and detract
from the rural open character of the site.
