Conditions / Refusal Reasons
That particularly having regard to its size, height and bulk, to the extent of excavation of the existing bank necessary in its construction, and to the positioning of the building in relation to Blenheim Road, the proposal would represent a dominant, imposing and intrusive structure which would detract from the informal and semi-rural character of the locality. As such, it would be contrary to Policy G5 of the Adopted Central Oxfordshire Local Plan and to Policy G8 contained within the Approved South Oxfordshire Local Plan. That having regard to the siting of the building and the extent of excavation involved in its construction, the proposal would be seriously damaging to the health and stability of trees protected by a Tree Preservation Order, which make a significant contribution to the visual amenity of the locality. The development would thereby be contrary to Policy G5 of the Adopted Central Oxfordshire Local Plan and Policy G8 of the Approved South Oxfordshire Local Plan.
