Conditions / Refusal Reasons
That the proposal would be contrary to the general, environmental
and housing policies of the Oxfordshire Structure Plan (particularly
policies EN1, EN4 and H1), the Council's adopted Central Oxfordshire
Local Plan (particularly policies G5, C5 and H4) and the Council's
approved South Oxfordshire Local Plan (particularly policies G8, C3 and
H5). The site lies beyond the main built up limits of Little Milton
and does not constitute a strict infill plot. Its development would
consolidate an existing scatter of houses, detracting from the rural
character of this part of Haseley Road, which lies within an Area
of Great Landscape Value.
That the proposal would be contrary to policies CON1 and CON2 of the
Council's adopted Central Oxfordshire Local Plan and policies CON8
and CON10 of the Council's approved South Oxfordshire Local Plan.
Having regard to the limited size of the site, the proposal, by
virtue of its size, bulk and elevated position, would appear cramped,
intrusive and out of keeping in the street scene and would neither
preserve nor enhance the character of the Little Milton Conservation
Area.
That the proposal would be contrary to policy CON7 of the Council's
adopted Central Oxfordshire Local Plan and policy CON7 of the
Council's approved South Oxfordshire Local Plan. Having regard to its
size and bulk, the proposed dwelling would appear unacceptably
overbearing and would detract from the rural setting of Pear Tree
Cottage, a Grade II listed building.
That the proposal, if permitted, would create an unacceptable access
lacking adequate visibility, to the detriment of the safety of users
of the public highway.
