That the proposed development would be contrary to the general, environmental and employment policies of the Approved Oxfordshire Structure Plan. That the proposed development would be contrary to the general, Green Belt and employment policies of the Adopted Central Oxfordshire Local Plan and of the Approved South Oxfordshire Local Plan. These policies seek to generally restrain the overall level of development and enhance the environment (COLP Policy G1, SOLP Policies G1 and G3), and to prevent development on the edge of settlements where it would extend their built- up area (COLP Policy G3; SOLP Policy G5). They also seek to protect the Oxford Green Belt from inappropriate development or development otherwise harmful to its open nature, rural character and visual amenity (COLP GB1, GB2; SOLP GB2, GB3), and to allow employment-related development only where it constitutes a reasonable expansion on an existing site and does not conflict with other policies designed to protect the Green Belt and the landscape (COLP E2, E4; SOLP E3, E6). The change of use of the land to storage, service and repair of caravans and component sales would represent a harmful expansion of commercial development outside its existing boundaries and into the Oxford Green Belt, representing an inappropriate and intrusive form of development that would detract from its open and rural character. In the opinion of the Council, very special circumstances have not been demonstrated sufficient to override these objections to the development. That the proposed use, by virtue of its sensitive siting both beyond the built-up area of Tiddington and the boundaries of existing commercial development would represent an intrusive and incongruous form of development which would fail to conserve and enhance the rural character and appearance of the Area of Great Landscape Value and of the countryside in general, contrary to Policies C1 and C5 of the Adopted Central Oxfordshire Local Plan and Policies C1 and C3 of the Approved South Oxfordshire Local Plan.
