Conditions / Refusal Reasons
That the development would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy GB1 of the Council's adopted Central Oxfordshire
Local Plan, policy GB2 of the Council's approved South Oxfordshire
Local Plan and Government advice contained in PPG2. The site lies
within the Oxford Green Belt wherein there is a general presumption
against new development apart from that which is essential for the
needs of agriculture, forestry and recreation. The proposal would
result in the erection of two dwellings which would be detrimental
to the rural open character and visual amenity of the Green Belt. No
justification has been put forward to warrant overriding established
Green Belt policies.
That the development would be contrary to the environmental, countryside
and housing policies of the Oxfordshire Structure Plan (EN1, EN4 and H1),
the adopted Central Oxfordshire Local Plan (C5 and H3) and the approved
South Oxfordshire Local Plan (C3 and H6).
The proposal would extend the built up area of Horspath into the
countryside to the detriment of the rural character and appearance of the
locality which lies within the Oxford Green Belt and an Area of Great
Landscape Value.
