That the proposal would be contrary to the conservation policies of the
adopted Central Oxfordshire Local Plan (CON1 and CON2) and the approved
South Oxfordshire Local Plan (CON8 and CON10).  Having regard to the
restricted width of the site and the proximity of the proposed dwelling
to Numbers 1 and 2 Crown Square, the proposal would result in a cramped
form of development that would appear prominent and out of keeping with
its surroundings, and would neither preserve nor enhance the character
or appearance of the Wheatley Conservation Area.
