Demolition of existing church building and construction of new R.C Church with function room and car parking. (As amended by Drawing Nos.P2, P5 & P6 accompanying Agents letter dated 2 April 1996 and by Plan deposited 22 May 1996). (As amended by Drawing Nos. SJT/4/02, J59 accompanying Agent's letter dated 14 June 1996).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That samples of the materials to be used for the external walls and roofs
shall be submitted to and approved in writing by the Local Planning
Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory.
That except insofar as may be otherwise agreed by the Local Planning
Authority, all trees, shrubs and hedges on the land be preserved and
properly maintained and that in the event of any of the trees dying or
being seriously damaged or destroyed, a new tree or equivalent number
of trees, as the case may be, of a species first approved by the Local
Planning Authority, be planted and properly maintained in a position
or positions first approved by the Local Planning Authority.
Reason: To safeguard trees which are visually important.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs and the treatment of the access road and
hardstandings, shall be submitted to and approved in writing by the
Local Planning Authority prior to the commencement of the development
hereby permitted. The scheme shall be implemented as approved within
12 months of the commencement of the approved development and thereafter
be maintained in accordance with the approved scheme to the complete
satisfaction of the Local Planning Authority. In the event of any of
the trees or shrubs so planted dying or being seriously damaged or
destroyed within 3 years of the completion of the development, a new
tree or shrub or equivalent number of trees or shrubs, as the case may
be, of a species first approved by the Local Planning Authority, be
planted and properly maintained in a position or positions first approved
by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings.
That the landscaping scheme the subject of condition 4 shall include
the provision of a 3m buffer strip along the western boundary of the
site in accordance with details to be submitted to and approved
in writing by the Local Planning Authority prior to the commencement
of the development hereby approved.
That no development shall commence until all existing buildings within
the site have been demolished and the materials therefrom removed from
the land.
Reason: To safeguard the character of the area.
That prior to the commencement of any other development to which this
permission relates, the means of access between the land and the highway
shall be formed, laid out and constructed strictly in accordance with the
specification of the means of access attached hereto, and all ancillary
works therein specified shall be undertaken strictly in accordance with
the said specification.
Reason: In the interests of highway safety and convenience.
That the parking provision shall be as shown on the deposited drawing,
reference SIT/4/02 dated 29 March 1996 all constructed, surfaced and laid
out, retained and maintained to the satisfaction of the Local Planning
Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
That prior to the occupation of the proposed development a scheme for
improvements and alterations to the access at the Brook Street and
Mitchell Close junction shall be submitted to and approved in writing
by the Local Planning Authority.
That the existing access onto Brook Lane on the northern boundary of the
site shall be permanently closed and landscaped in accordance with
details to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience.
That prior to the commencement of the erection of the new church
building, the car parking area shall be constructed, surfaced and laid
out in accordance with the deposited drawing ref. SIT/4/02 and further
details to be submitted to and approved in writing by the Local
Planning Authority.
Reason: In the interests of highway safety and convenience.
That the function room shall not be occupied after 11pm unless
specifically agreed in writing previously with the Local Planning
Authority.
Reason: To protect local amenities.
That the overspill parking area outlined in red on the attached plan
shall be surfaced in tarmac and be exclusively for use by the school
during school hours.
Reason: To secure the proper planning of the locality.
That prior to the commencement of any development the area outlined
in blue on the attached plan shall be fenced in accordance with
details to be submitted to and approved by the Local Planning
Authority, and made available for use by St Joseph's School.
Reason: In order that the effect of the development upon the amenities
of the neighbouring area can be assessed during this period,
and that any future application can be decided on this
assessment.
