Conditions / Refusal Reasons
That the proposal will be contrary to the Green Belt, environmental and
countryside policies of the Structure Plan, the Central Oxfordshire Local
Plan and the approved South Oxfordshire Local Plan which seek to retain
the open nature and rural character of the Green Belt by restricting
development which would adversely affect its character. The proposed car
parking would be visually intrusive and detrimental to the open nature
and rural character of this site in the Green Belt, particularly having
regard to its extension into the open countryside and the use of
floodlighting.
The proposal would extend development well beyond the site of the existing
farm buildings into open countryside to the detriment of the rural
character and appearance of this Area of Great Landscape value. This
detrimental impact is exacerbated by the provision of floodlighting and the
lack of any soft landscaping which would serve to assimilate the car park
into the surrounding area.
The proposed car park, by reason of its proximity to Pymroyd House, would
have an unneighbourly effect on that property, particularly in view of the
high level of lighting, to the detriment of the residential amenities
enjoyed by the occupiers of Pymroyd House.
