That the proposal would be contrary to policies CON7, CON9 and CON11 of the adopted Rural Areas Local Plan, policies CON6, CON7 and C10 of the approved South Oxfordshire Local Plan and Government advice in PPG15 - Planning and the Historic Environment. The proposed residential conversion and the laying out of a domestic curtilage would detract from the unspoilt, rural character appearance and setting of the Grade II listed barn. That the proposal would detract from the unspoilt, rural setting of Allnutts Farmhouse which is a grade II listed building.
