Description
Erection of 1 two storey cottage, 1 two storey barnhouse, 1 two storey granny annexe, conversion of existing barn to two storey dwelling and landscaping (including pond).
Conditions / Refusal Reasons
That the proposal would be contrary to the general and housing policies of
the Oxfordshire Structure Plan (policies G1, EN1 and H1), the adopted Rural
Areas Local Plan (policies G1, C1, H4 and H7) and the approved South
Oxfordshire Local Plan (policies G1, C1, H4, H5 and H18). The proposed
barnhouse and granny flat at the rear of the site are not conversions of
traditional existing buildings and do not constitute an acceptable form
of infill development. They do, however, constitute backland development
which would detract from the rural character of the site and result in an
undesirable intensification of residential development in the countryside.
That the proposal would be contrary to policy G5 of the adopted Rural Areas
Local Plan and policy G8 of the approved South Oxfordshire Local Plan.
Having regard to the size and bulk of the dwellings proposed and their
siting relative to each other, the proposal would result in a cramped
overdevelopment of the site that would visually detract from the rural
character of the area and result in a poor standard of privacy and amenity
for the occupiers of the proposed dwellings by reason of overlooking.
That the proposal would be contrary to policies CON7, CON9 and CON11 of
the adopted Rural Areas Local Plan, polices CON6, CON7 and C10 of the
approved South Oxfordshire Local Plan and Government advice in PPG 15 -
Planning and the Historic Environment. The proposed residential conversion
and the laying out of a domestic curtilage would detract from the unspoilt,
rural character, appearance and setting of the Grade II listed barn.
That the proposal would detract from the unspoilt, rural setting of
Allnutts Farmhouse which is a Grade II listed building.
