Conditions / Refusal Reasons
That the proposal would be contrary to policy EN5 of the Oxfordshire Structure Plan, policy GB1 of the Council's adopted Central Oxfordshire Local Plan and policy GB2 of the Council's approved South Oxfordshire Local Plan. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation. Having regard to its size, isolated location and inappropriate roofing materials, the proposal would be detrimental to the rural open character and visual amenity of the Green Belt. No justification has been put forward to warrant overriding established Green Belt policies. That the development would be contrary to the general and countryside policies of the adopted Central Oxfordshire Local Plan (G3 and C5) and the approved South Oxfordshire Local Plan (G5 and C3). The site lies in an isolated location within an Area of Great Landscape Value wherein the Council will seek to conserve and enhance the quality of the landscape.
