That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the land shall be used only for purposes incidental to the enjoyment of the dwellinghouse at Cleeve Firs and shall not be occupied separately or used for any other purpose. Reason: That the separate occupation or use of the land would detract from the character of the area. That notwithstanding the provisions of the Town and Country Planning General Development Order 1988 (or any order revoking and re-enacting that Order) no building or structure shall be erected on the land and no land level shall be raised. Reason: To safeguard the character of the area, and to prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity.
