That the proposals would be contrary to the general, environmental and housing policies contained within the approved Structure Plan for Oxfordshire. That the proposals constitute new development in an isolated rural location and a substantial extension of built development into open countryside which would result in an intrusive and prominent feature in the otherwise open landscape. The proposals would thereby be contrary, in particular, to policies G1, G3, H5 and H8 set out in the Rural Areas Local Plan, and similar policies G1, G5, H6 and H16 in the approved South Oxfordshire Local Plan. There is no justification to warrant overriding the planning policies of the Local Planning Authority. That the proposals would appear intrusive and detract from the visual amenity of this isolated rural area within an Area of Great Landscape Value, contrary to policy C8 in the Rural Areas Local Plan (policy C3 in the South Oxfordshire Local Plan).
