Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, GAP-01-B1, GAP-01-P8, GAP-01-P3A, GAP-01-P13, GAP-01-P2A, GAP-01-P12, LOC-001, GAP-01-P15, GAP-01-P5B and GAP-01-P14, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used shall be those approved under application P20/S4239/DIS unless otherwise approved in writing by the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policies EN6 and EN7 of the South Oxfordshire Local Plan 2035.

New and additional Soil Vent Pipes, ventilation and flues must connect in with existing pipework for the approved bathrooms and toilets with external vents located discreetly. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policies EN6 and EN7 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policies EN6 and EN7 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of the dwelling, the existing western means of access onto the Unnamed Road, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Before the existing western most access is used, the existing eastern most access onto the unnamed Road, shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on drawing no. GAP-01-B1, shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the details shown on drawing no 20-31-105 approved under application P20/S4319/FUL, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented strictly in accordance with the submitted EPS Mitigation Licence from Natural England dated 14 March 2022 accompanying application P21/S3960/HH in all regards. Any variation from the approved details shall be agreed in writing by the local planning authority prior to any such changes being implemented. This condition shall be discharged through the receipt of a letter from the project ecologist providing evidence that the approved details have been implemented in accordance with this condition. Reason: To protect the important species on site and to minimise the impact of development on biodiversity, in accordance with ENV2 and ENV3 of the SOLP 2035 and paragraph 170 of the NPPF.
