The Local Planning Authority considers that given the nature of the construction of the existing building and the scope of building operations required to facilitate the creation of two new dwellings, the existing building is unsuitable for conversion to residential use. The development involves building operations beyond the scope of a conversion that amount to a rebuild, contrary to the provisions of Class Q, Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) the scope of which is clarified by Paragraph 105 of the 'When is Permission Required' chapter of the Planning Practice Guidance .
