Conditions / Refusal Reasons
That, the proposed development results in the creation of residential development outside of a defined settlement in an unsustainable location that would have inadequate access to pedestrian and public transport links and would conflict with the spatial strategy for delivering homes across the district contrary to Policy H1 of the adopted South Oxfordshire Local Plan 2035.

The application site is located immediately adjacent to a sewage treatments works. No suitable buffer or landscaping is proposed within the site and as such the proposal to create spaces for 46 park home caravans would not be compatible with the sewage treatment works and conflict with Policy W11 of the Oxfordshire Minerals and Waste Local Plan Part 1 - Core Strategy which seeks to resist proposals which would directly or indirectly prevent or prejudice the use of a safe guarded site for waste management.

The application site exceeds 1 hectare and as such a flood risk assessment is required. No such assessment accompanies the application and in an absence of information accompanying the application in relation to surface water and foul water drainage the development would conflict with Policies EP4 and INF4 of the South Oxfordshire Local Plan 2035.

That, the application does not appropriately assess the travel demand or associated impact of the development and no consideration or provision is made within the application for sustainable travel for a site which has no practical or safe opportunities for pedestrians and where cycling would be limited given the access on to a duel carriageway. In addition no information has been submitted to demonstrate access and turning for refuse or emergency vehicles. As such the the development would conflict with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development has the potential to impact known and previously unrecorded heritage assets. Insufficient evidence has been included within the application to provide a suitable or appropriate assessment of the potential impact of this development on archaeological heritage assets contrary to Policy ENV9 of the South Oxfordshire Local Plan 2035.

Insufficient information has been included within the application to provide a suitable or appropriate assessment of the potential impact of this development from land contamination contrary to Policy ENV11 of the South Oxfordshire Local Plan 2035.

Insufficient information accompanies the application to demonstrate that the development would not result in an acceptable impact to ecology, and that it would provide for a biodiversity net gain or no net loss and is contrary to Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
