By reason of its layout, the proposed development does not draw from the linear and spacious pattern of built form along Colmore Lane. As a result the proposed development fails to positively draw from the character and appearance of the area and also fails to conserve or enhance the scenic qualities of this part of the Chilterns National Landscape. As such, the proposed development fails to adhere to Policy ENV1, DES1 and DES2 of the adopted South Oxfordshire Local Plan (2035), guidance set out within the Joint South Oxfordshire and Vale of White Horse Design Guide and the provisions of the National Planning Policy Framework.
