The proposed development would be located outside the built-up limits of Lower Shiplake as defined within the Shiplake Neighbourhood Plan and would constitute additional dwellings in the countryside and would thereby be contrary to Policies SV1 and SV2 of the Shiplake Neighbourhood Plan 2022 and policies STRAT1, H1, H8 and H16 of the South Oxfordshire Local Plan 2035.
The siting of two residential dwellings in the proposed location, and their associated accesses and parking areas, would result in a cramped form of development that has a grain and pattern of development that would be out of keeping with and have a harmful, urbanising impact on the open verdant character of the site and the surrounding area, and would detract from the landscape setting of the village contrary to polices DES1, DES2, ENV1 and H16 of the South Oxfordshire Local Plan 2035 and policies SV7, SV15, SV24, core objectives 1 and 3, and Appendix 6 of the Shiplake Neighbourhood Plan 2022.
Insufficient information accompanies the application to adequately assess whether matters of subsidence and surface water drainage can be appropriately addressed contrary to policies INF4 and EP4 of the South Oxfordshire Local Plan 2035.
Inadequate information accompanies the application to demonstrate that the proposed development will not result in a net loss of biodiversity. As such, the proposal contravenes Policy ENV3 of the South Oxfordshire Local Plan 2035 and Policy SV13 of the Shiplake Neighbourhood Plan 2022.
