Conditions / Refusal Reasons
The proposed development would be situated on land to the east of the dwelling. The surrounding area is characterised by its open green landscape. The oak framed building would be prominent and would create an overbearing impact that would be detrimental to the visual amenities of the locality and would lead to a progressive detraction from the rural character and appearance of the area and the surrounding open countryside. The development therefore fails to accord with policies STRAT1, ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and policies CNP1, CNPH7, and CNPE1 of the neighbourhood plan.

Insufficient arboricultural information has been submitted to support this application. A Poplar tree in the southeast corner of the site is protected via a tree preservation order. There are also a number of other mature trees around the site which enhance the verdant character of the local area. No information has been provided in support of this application relating to the trees on site, therefore it has not been possible to assess the impact of the proposed Oak-framed structure and associated services on the surrounding trees. The development therefore fails to accord with policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
