The site is exposed to significant adverse noise impacts from both the A40 and M40. Any future occupiers of the dwellings would be exposed to unacceptably high levels of noise which cannot be mitigated in an acceptable manner. The proposed 2.6m barrier would introduce an incongruous urban feature within this rural area which would adversely affect the character and appearance of the area As such, the site is not suitable for residential development as the noise exposure for future residents will be detrimental to the amenity of occupiers of the dwellings giving rise to significant adverse impacts on health and quality of life contrary to policies ENV 12, DES1 and DES2 of the South Oxfordshire Local Plan 2035 and advice within paragraph 191 of the National Planning Policy Framework.
