Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5850.04-1252B, 5850.04-1253C, 5850.04-1360F, 5850.04-1100D, 5850.04-1110D, 5850.04-1111E, 5850.04-1370A, Arbtech AIA 01, Arbtech TPP 01, 304315-SWH-ZZ-XX-DR-C-0500 P01, 5850.04-1350A, 5850.04-1351A, 5850.04-1352D, 5850.04-1353D, 5850.04-1200C, 5850.04-1201B, 5850.04-1250G and 5850.04-1251F, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of development above slab level a detailed plan showing provision of car parking spaces to be provided within the school grounds in accordance with the District Council's adopted car parking standards shall be submitted to and approved in writing by the Local Planning Authority and the parking spaces shall be laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with the approved details prior to the first occupation of the development hereby permitted. Thereafter the car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: To demonstrate that the loss of the nine parking spaces to the development proposed would not present a risk to highway safety and result in insufficient provision of off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development above new slab level, details (including specification, position, height, orientation) of a scheme of biodiversity mitigation and enhancements to be provided, shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist and any bird and bat boxes shall be integrated into the fabric of the development. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use. Reason: To secure suitable biodiversity mitigation and enhancements onsite, in accordance with policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the relevant part of the works hereby approved. The scheme shall be designed in accordance with the recommendations of Section 6.7 of the Preliminary Ecological Appraisal (PEA) dated September 2023 submitted with the application and the Bat Conservation Trust Bats and Lighting in the UK guidance (2020) and details shall include: a) Details of all the equipment uses, specific lamps, luminaries and columns with images. b) For each luminaire a full technical specification (e.g. wattage, colour rating) c) Isolux diagrams overlaid over the site and adjacent areas d) Details of lighting operation hours Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent harm to commuting and foraging bats and the night skies from light spillage. Reason: To protect the appearance of the area, the environment and wildlife from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall achieve a minimum BREEAM Rating of Excellent. Prior to completion of the extension hereby approved a Design Stage Certificate for the extension, to be prepared by an accredited Building Research Establishment Assessor, shall be submitted to and approved in writing by the Local Planning Authority to demonstrate compliance. Within 3 months of occupation of the extension, evidence shall be submitted in the form of a Post Construction Certificate (prepared by Building Research Establishment qualified assessor) to demonstrate full compliance with the specified BREEAM standard for the extension. Reason: To ensure high standards of sustainable design and construction in accordance with Policies DES8, DES9 and DES10 of the South Oxfordshire Local Plan 2035.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The drainage scheme shall be implemented in strict accordance with the details set out on the Drainage Layout drwgno 304315-SWH-ZZ-XX-DR-C-0500 P01 hereby approved, or in details which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure the proper provision of foul and surface water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.

The tree protection details as shown on the approved plan Arbtech TPP 01 and supporting Arboricultural Method Statement undertaken by Arbtech dated 12 October 2023 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
