The default position based on best practice; BS 5837: 2012 (Trees in Relation to Design, Demolition and Construction), is that all construction activity is to be kept out of the trees RPA. The proposed development shows the Root Protection Area (RPA) of T21 (Cedar) as a generic circle rather than the agreed and readjusted RPA shown within the approved arboricultural Tree Protection Plan. The current proposal extends the area of hard surfacing (for car parking) within the readjusted RPA of T21 (in front of the proposed dwelling). The proposed extension of hard surfacing layout (within the RPA of T21) would be contrary to the arboricultural advice agreed as part of the previously agreed scheme (ref: P22/S3074/DIS). In its current form the proposed layout fails to demonstrate compliance with the South Oxfordshire Local Plan 2035 Policies ENV1, DES1 & DES2, Shiplake Neighbourhood Plan Policies SV7, SV14 & SV15 and advice contained within Section 2 of the Joint Design Guide 2022 and BS 5837, 2012 Trees in Relation to Design, Demolition and Construction and paragraph 135 of the NPPF.
