Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Development shall not commence until details of the reserved matters: appearance, landscaping, layout and scale have been submitted to and approved in writing by the Local Planning Authority.
Application for approval of the reserved matters shall be made to the local planning authority not later than two years from the date of this permission. The development shall commence not later than one year after final approval of the reserved matters.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The total number of dwellings shall not exceed 200.

Reason: To ensure the effective drainage of the site in the interests of public health in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 and the NPPF.
The development hereby approved shall be implemented in accordance with plans 20072-002-01 Rev E Levels Plan Sheet 1, 20072-002-02 Rev D Levels Plan Sheet 2 and 20072-002-03 Rev F Levels Plan Sheet 3 which show the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site. The development shall be carried out in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the occupation of any dwellings and the permanent diversion of the High Street, the priority junction with the B480 and associated visibility splays, as shown on approved drawing ref: 20072-SK12 Rev B - Eastern Junction B480, shall be brought into use to serve up to 50 dwellings. Thereafter, the visibility splays shall be permanently maintained free from obstruction at all times.
Prior to the occupation of the 51st dwelling, the proposed ghost island priority junction with the B480, as shown on plan 20072-SK11 Rev C- Western Junction B480, shall be brought into use. Thereafter, the visibility splays shall be permanently maintained free from obstruction at all times.

The scheme shall be implemented and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the Arboricultural Method Statement and Tree Protection Plan drwg no TPP 001 Rev A. The development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the course of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with the Landscape and Ecology Management Plan (RevA) dated 29/9/2021 and approved on 2/11/2021 under application number P21/S3286/DIS.
REASON: To ensure the biodiversity enhancements for habitats and species are managed appropriately in the long term in accordance with policy ENV3 of the South Oxfordshire Local Plan and government policy as stated in paragraphs 109 and 117 of the NPPF.
Construction Management Plans Phase 1A July 2021, Phase 1B July 2021, Phase 2 July 2021 and Phase 3 July 2021, together with Construction Management Plan Overview July 2021, Construction Method Statement & Site Set up Rev C, Chalgrove Road Map RM-01 Rev B and Chalgrove Street map SM-01 Rev A have been approved on 17/08/2021 under application reference P20/S4739/DIS.
The approved Statements shall be adhered to throughout the construction period. The development shall not be carried out otherwise than in accordance with the approved construction methods.
Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with air quality mitigation measures detailed in the Air Quality Mitigation Plan Conditions Drg 1 Rev A 28/06/21 and Letter from Hawkins Environmental dated 5 July 2021 as approved on 7/07/2021 under application reference P21/S1528/DIS.
Reason : To ensure satisfactory standards of air quality for the new residents and surrounding residential properties in accordance with policies ENV12 of the South Oxfordshire Local Plan 2035 and the NPPF
Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, driveways and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with the specification details approved on 25/08/2021 under application reference P20/S4631/DIS.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with the cycle parking details shown on plans Amazon Eco Cycle Shelter Specification Sheet and Shed Details - 6ft x 4ft with Locks specification, approved on 25/08/2021 under application reference P20/S4427/DIS. The cycle parking facilities shall be implemented in accordance with the approved details prior to the first occupation of the dwelling to which they relate hereby approved and retained thereafter.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Condition 18 regarding archaeology is no longer required but this text has been inserted to ensure the correct numbering follows on the remaining conditions.
In connection with the implementation of this permission no external construction works shall take place outside the hours of 08:00 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays or Bank Holidays.
Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies ENV12 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with the refuse and recycling storage details shown on plans numbered Bin store & Collection and Car Parking Plan 20-3504-104 B, 20072-TK05-01-Rev E Swept Path Analysis Refuse - Sheet 1, 20072-TK05-02-Rev C Swept Path Analysis Refuse - Sheet 2, 20072-TK05-03-Rev D Swept Path Analysis Refuse - Sheet 3 approved on 25/08/2021 under application reference P20/S4427/DIS The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the dwellings to which they relate and retained thereafter.
Reason: To ensure adequate provision for the management of waste in accordance with Policy EP3 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with the Residential Travel Plan (RevB) approved on 2/11/2021 under application number P21/S3286/DIS.
Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.
External lighting shall be implemented in accordance with the Street Lighting Plan drwgno 20072 1300 01-04 Rev B as approved on 16 August 2022 under application reference P22/S2424/DIS.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
Fire hydrants shall be provided in accordance with details on plans numbered Fire Hydrant Layout drwg no 50238850 Rev 1 and Fire Hydrant Layout drwg no 50238850-1 Rev 1 approved on 30/09/2021 under application reference P21/S3013/DIS. The fire hydrants shall be provided in accordance with the approved details prior to the first occupation of any part of the development and thereafter retained.
Reason: In the interests of fire safety in accordance with Policy INF1 of the South Oxfordshire Local Plan 2035.
The Construction Environmental Management Plan dated 05/07/2021 and approved by application reference P21/S3050/DIS shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To minimise the ecological impacts of development on biodiversity, in accordance with Policies ENV2, ENV3 and ENV4 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the NPPF.
Prior to the first use of the community building, the car parking provision to serve the community building shall be provided in accordance with the approved plans. Thereafter, the car parking spaces shall be kept permanently free of any obstruction and maintained and retained at all times.
Reason: In the interest of highway safety and in accordance with Policy TRANS 5 of South Oxfordshire Local Plan 2035.
The hedges forming boundaries to the public realm, as identified on plan number RID22843 14i Boundary Treatment Plan and the corresponding Soft Landscaping plans numbered RID22843 11L Sheets 1-10 shall be maintained in accordance with the provisions of the Landscape Management and Maintenance Plan RID22843Man Rev F dated November 2020 and approved under application reference P20/S4528/DIS.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035
