The development to which this permission relates must be begun by 15th April 2024. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P24/S0341/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5065-3 1 and 5065-3 2 Rev A 24th March, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified within the plans hereby approved. All areas of flintwork hereby permitted shall be constructed using traditional knapped flint, individually laid as part of the construction and lime mortar. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policies H1, H2, D1 and D2 of the Pyrton Neighbourhood Plan.

The tree protection details as described within the approved Tree Report and accompanying plan (November 2020) shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035 and Policy BNE2 of the Pyrton Neighbourhood Plan.

Prior to the occupation of the dwellings hereby approved the frontage boundary wall to the public highway shall be repaired and extended to match the existing wall including round capping bricks, brick coursing and depth of mortar beds. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policies D1 and D2 of the Pyrton Neighbourhood Plan

Prior to the occupation of either dwelling a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme for each house shall be completed within 3 months of the first occupation or use of that house and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the occupation of the housing, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions firs approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035 and Policy BNE2 of the Pyrton Neighbourhood Plan.

Prior to occupation of the dwellings hereby permitted the proposed means of access onto the highway is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan 5065-3 1 shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (3 A) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with PolicyTRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of works upon either of the dwellings hereby approved, an Energy Statement for each house, including SAP calculations in line with the recognised methodology set by Government, demonstrating how each house will achieve at least a 40% reduction in carbon emissions compared with code 2013 Building Regulations and details of how this will be monitored shall be submitted to the local planning authority and approved in writing Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

That the development shall, unless otherwise agreed in writing beforehand with the Local Planning Authority (LPA), be carried out in phases as follows: 1) provision of works to provide access off the road (including gap in roadside wall) and a working hardsurface off the highway; 2) Construction and development of the eastern dwelling and related works; 3) Construction and development of the western dwelling and related works; The developer(s) shall, before commencing each phase, notify the Local Planning Authority of the date of the commencement of each phase by exchange of letter/email. Reason: In order to allow appropriate flexibility in the timescales for the implementation of the development, whilst ensuring that the works are still implemented in accordance with all relevant Development Plan policies.
