That, having regard to the retention of the wall in its current form, the works do not preserve the architectural interest of the listed gate piers and represent harm to the overall significance of the listed structure that is not outweighed by any public benefit. Therefore, it is considered to be contrary to Paragraph 202 of the National Planning Policy Framework and contrary to Policies ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.
